Kulbhushan Jadhav case: Pakistan receives India's pleadings to ICJ

Islamabad: Pakistan said on Friday that it has received the written pleadings submitted before the International Court of Justice (ICJ) by India in the case of alleged Indian spy Kulbhushan Jadhav.

A team of lawyers and experts, headed by Attorney General Ashtar Ausuf, were considering India's pleadings, Foreign Office Spokesperson Nafees Zakaria said.

The ICJ on Wednesday resumed the hearing in the case of Jadhav who was sentenced to death by a Pakistani military court for espionage.

In May 2017, India had moved the UN's top court against Pakistan and accused it of violating the Vienna Convention by denying consular access to Jadhav and requested the ICJ to ensure that Jadhav's death sentence is suspended.

India also said that it was "not informed of Jadhav's detention until long after his arrest", and learned about his death sentence through the media.

During a hearing at the ICJ on May 15, the court had stayed Jadhav's execution. "Pakistan should take all measures to ensure that Jadhav is not executed till the final decision of this court", the court had ruled.

The ICJ is yet to pass the final verdict in the case and had ordered India and Pakistan to file their pleas and counter-arguments by September 13 and December 13, respectively.

Pakistan says Jadhav was arrested during a counter-intelligence raid in Balochistan in March 2016.

He "confessed" to being a spy for India's Research and Analysis Wing (RAW).

Bofors case likely to make a comeback in Supreme Court

Speculation is rife that the politically sensitive Rs 64 crore Bofors pay-off case will come up for substantial hearing in the Supreme Court soon, amid a fresh media report suggesting a financial quid pro quo for the Rs 1,437 crore Howitzer gun deal in 1986.

BJP leader and advocate Ajay Kumar Agarwal, who had challenged the Delhi high court May 31, 2005 judgement quashing all charges against the Europe-based Hinduja brothers in the case, said the matter was listed in the weekly list earlier this month, but could not be taken up.

The CBI had alleged that certain public servants and private persons in India and abroad had entered into a criminal conspiracy between 1982 and 1987 in pursuance of which the offences of bribery, corruption, cheating and forgery were committed to the extent of Rs 64 crore in the contracts for the supply of Bofors guns.

The first charge sheet in the case was filed on October 22, 1999 against Chadda, Quattrocchi, then Defence Secretary S K Bhatnagar, Ardbo and the Bofors company. A supplementary charge sheet against Hinduja brothers was filed on October 9, 2000.

A special CBI court in Delhi On March 4, 2011, had discharged Quattrocchi from the case saying the country cannot afford to spend hard-earned money on his extradition which has already cost Rs 250 crore.

Quattrocchi, who fled from here on July 29-30, 1993, has never appeared before any court in India to face prosecution. He passed away on July 13, 2013. The other accused persons who have died are Bhatnagar, Chadda and Ardbo.

Moon's mantle may contain lots of water, satellite data shows

New Delhi: New satellite data reveals evidence of water on the lunar surface, contradicting the long belief that the Moon is a dry, inhospitable orb.

The new study finds that numerous volcanic deposits distributed across the surface of the Moon contain unusually high amounts of trapped water compared with surrounding terrains.

But that held assumption began to overturn in 2008 when scientists first traced amounts of water in some of the volcanic glass beads brought back to Earth from the Apollo 15 and 17 missions.

In 2011, study of tiny crystalline formations within those beads revealed that they actually contain similar amounts of water as some basalts on Earth. That suggests that the Moon`s mantle - parts of it, at least - contain as much water as Earth`s.

For the study, scientists used orbital spectrometers to measure the light that bounces off a planetary surface.

"By looking at which wavelengths of light are absorbed or reflected by the surface, scientists can get an idea of which minerals and other compounds are present," the researchers noted.

The research has been published in the journal Nature Geoscience.

Miscreants set fire to the Ice House police station while many vehicles were burnt to ashes in the ensuing violence. As many as 140 policemen were hurt in the riots with at least 100 rioters also being injured.

Protesters clashed with police at Parthasarathy Temple arch near Marina. They set tyres on fire and threw them at the police. They threw petrol bombs too. A car was set on fire. Police used teargas to disperse the protesters.

Parliamentary panel summons RBI governor Urjit Patel on demonetisation move

MUMBAI/NEW DELHI: A parliamentary committee probing the government's decision to scrap high-value bank notes+ , has sent Reserve Bank of India governor Urijit Patel a list of questions on the demonetisation process, and has asked him to appear before it on January 20.

The Public Accounts Committee (PAC) has asked Patel to explain how the decision for demonetisation was taken, and for details on its impact on the country's economy, PAC Chairman and senior Congress member K V Thomas told Reuters.
The PAC has asked Patel to provide details on the value of currency that has been returned to the bank, the quantity of "black money" it has received and the amount of new currency released so far, Thomas said.

"We had decided to call the RBI governor sometime in December but because the Prime Minister had asked for 50 days, we decided to postpone it to sometime January," Thomas told Reuters. "We did not want to give it a political colour."
The PAC has also called other finance ministry officials, including Revenue Secretary Hasmukh Adhia and Finance Secretary Ashok Lavasa, Thomas said.

Urijit Patel is under fire+ from some politicians over shortages of replacement currency and restrictions on depositing old notes that have caused long queues at banks and ATMs. He's already set to testify before another parliamentary committee.

Pressure on the central bank and Patel has grown since Prime Minister Narendra Modi stunned the country on November 8 by announcing the withdrawal of legal tender for the old 500- and 1,000-rupee notes, removing 86 percent of the currency in circulation in a bid to crack down on the "shadow economy".

Brexit trade deal with India ‘at risk’ without visa reform

One of Britain's most important post-Brexit trade partnerships+ could be at risk due to Theresa May's refusal to reform visa restrictions for Indian citizens. The British Prime Minister has insisted leaving the EU would allow Britain to find other partners abroad and India, the world's fastest growing major economy, was the first country she visited, accompanied by a large business delegation, outside Europe after the referendum.

But as the offensive to secure a trade deal continued yesterday, senior diplomats and Indian government officials warned May's refusal to reform visa restrictions+ could scupper her hopes. Boris Johnson has flown in to Delhi+ to meet members of the government, business leaders and, he hopes, Prime Minister Narendra Modi. Johnson is due to explain the UK's position on Brexit and stress how leaving the EU offers further commercial and industrial opportunities for the two countries.

"I think the time is fast upon us when we need to turbo charge this relationship with a new free trade deal, such as we will shortly be able to do," Johnson said. "We can't negotiate it now, but we can sketch it out in pencil on the back of an envelope. This is not the time to put up barriers between our countries. This is time to break down barriers that will in the long term to create the jobs, the good jobs with good incomes that offer real hope and comfort... Let us work together, Britain and India are united by our values and in many ways by our approaches to the problems of the world and it is working together to improve our security that we will allow the freedom and the openness that will drive our long term prosperity."
